Most off-base families live in Alexandria, Springfield, or Woodbridge across the Wilson Bridge in Northern Virginia, or in Suitland and Fort Washington on the Maryland side. The Washington, DC Metro MHA stretches from Fort Belvoir in Fairfax County, across the Wilson Bridge, through JBAB and downtown DC, and out to Andrews in Prince George's County. Your BAH is the same regardless of which gate you report to. What changes is the commute. JBAB sits in southwest DC right on I-295; Belvoir is 22 miles south in Fairfax County; the Pentagon is 5 miles west across the 11th Street Bridge; Andrews is 8 miles east. JBAB is uniquely positioned for federal-civilian spouses, dual-military couples with one spouse downtown, and anyone whose orders land them inside the Beltway.
Air Force, since October 1, 2020. JBAB was originally established in October 2010 under Navy lead, combining Bolling AFB and Naval Support Facility Anacostia under BRAC 2005. On October 1, 2020, lead responsibility transferred from the Navy to the Air Force — the first time in DoD history a joint installation switched lead service. The 11th Wing serves as the host unit. NSF Anacostia still falls under Naval District Washington for Navy-specific functions, but installation management, base operations, and support resourcing run through Air Force District of Washington. Many older sources and websites still incorrectly say JBAB is Navy-led.
JBAB falls inside the Washington, DC Metro Area Military Housing Area, per the Defense Travel Management Office. This is one of the largest MHAs in the country by geography — it covers Andrews, the Pentagon, JBAB, Fort Belvoir, USCG HQ, Walter Reed, NSA Washington, and most other NCR installations. JBAB's geography is unique among NCR installations: you're already in DC. The base sits on a peninsula between the Potomac and Anacostia rivers in southwest DC, just off I-295. Going across the Wilson Bridge takes you into Northern Virginia (Alexandria, Springfield, Woodbridge) — the most popular off-base direction for JBAB families because of school zones, neighborhood quality, and proximity to the Pentagon. Going east along I-295 or Suitland Parkway takes you into Prince George's County (Suitland, Forest Heights, Fort Washington). Going up through the city itself opens DC neighborhoods (Capitol Hill, Navy Yard, Southwest Waterfront) for families who want true urban living.
JBAB's school situation is uniquely complicated for an NCR base. Families on-base zone to District of Columbia Public Schools (DCPS): Leckie Education Campus (PK3-8) and Ballou High School (9-12). LEARN DC Public Charter School serves K-8 on base as a partnership for military and community families. Most off-base families enroll in Fairfax County Public Schools (FCPS) — one of the strongest large districts in the country — or Prince William County Public Schools (PWCS) on the Virginia side, or Prince George's County Public Schools (PGCPS) on the Maryland side.
Most JBAB families with school-age children deliberately choose to live across the Wilson Bridge in Virginia (FCPS or PWCS) or further out in Maryland for the school zones. Maryland is not a school-of-choice state — your residential address determines your zoned school. Virginia is similarly address-based. The on-base DCPS zoning is the primary reason many JBAB families opt for off-base housing despite the convenience of the Bolling Family Housing footprint.
⚠ Verify before you commit. The on-base DCPS zoning is the single most important reason most JBAB families with school-age children look off-base. If you choose on-base housing, LEARN DC charter and out-of-boundary lottery options through DCPS are worth investigating. DC implements IDEA through DCPS and through the DC Office of the State Superintendent of Education (OSSE). Service quality varies sharply between individual schools. The on-base DCPS zoning is generally not strong for IEP implementation — most JBAB EFMP families choose off-base housing in Fairfax County, where FCPS has one of the most established special-education infrastructures in the country, or in PWCS or PGCPS as alternatives. Children's National Hospital (DC) and Kennedy Krieger (Baltimore) are both within reach for specialized evaluations. Coordinate with your EFMP coordinator at JBAB before signing a lease, and request your child's most recent IEP and any relevant evaluations 30–60 days before report date.
JBAB has a small primary care clinic on base — no emergency room, no inpatient services, no labor and delivery. JBAB families rely on the broader NCR military medical network for specialty care and the civilian TRICARE network for emergencies. The good news: in the NCR, the civilian TRICARE network is genuinely deep, and the closest civilian ER is just minutes away. Walter Reed National Military Medical Center in Bethesda is the flagship military referral destination for specialty care.
Because the on-base clinic is primary care only, EFMP families rely on the broader NCR military medical network plus civilian TRICARE. In the NCR, that network is genuinely deep. Walter Reed NMMC handles the most complex military medical cases in the system, with full pediatric and adult subspecialty rosters. Fort Belvoir Community Hospital is the alternative on the Virginia side. Children's National Hospital is among the top 5 pediatric hospitals in the country and sits 15 minutes north of JBAB. Inova Children's Hospital (Fairfax) and Johns Hopkins Children's Center (Baltimore) are both within reach. For categorical EFMP placements, the NCR is among the strongest in the service. Coordinate with your EFMP coordinator before signing a lease, especially for therapy services where district-by-district variation matters.
School-side: FCPS (across the Wilson Bridge in Fairfax County, VA) has one of the most established special-education infrastructures in the country and is the standard pick for JBAB EFMP families with school-age children. PWCS is the secondary VA option. PGCPS is large with established infrastructure but quality varies. DCPS on-base zoning is generally weak for IEP implementation. Whatever district you land in, request the 90-day EFMP screening early and verify zoned-school services before locking a lease.
JBAB FSS runs a respectable MWR program for an installation this size and constrained by being in the middle of DC. The base sits on the Potomac River with views across to the Capitol, and the marina, pool, fitness centers, and bowling all anchor on-base recreation. Most JBAB MWR consumption happens off base — the entire Smithsonian system is free, the National Mall is 15 minutes away, and Pentagon City and National Harbor are just across the river.
JBAB sits inside the densest concentration of military, federal, and academic activity in the United States. For dual-military couples, this is one of the best joint-assignment environments in the service. For spouse careers, the federal civil service, defense contracting, healthcare, and university research ecosystems are all in commute range. The Anacostia Metro station (Green Line) is about 2 miles from the base and connects to L'Enfant Plaza, the Pentagon (via transfer), Capitol Hill, and downtown DC — many spouses use it for federal jobs rather than driving.

JBAB also operates a base shuttle bus connecting Anacostia Metro to the installation for arriving commuters, which is a meaningful quality-of-life factor for one-car families living further out in Maryland or Virginia who want to use Metro instead of driving onto base. The trade-off: DC traffic is a constant, particularly the I-295 / 11th Street Bridge corridor at rush hour. POTUS movements, motorcades, and security closures around the Capitol can add unpredictable delays.
The South Capitol Street corridor is the primary northbound entry into JBAB from the rest of DC, and it shares its lanes with two major DC stadiums. Nationals Park (Washington Nationals, MLB) and Audi Field (DC United, MLS, plus concerts) sit just two blocks apart in the Navy Yard / Buzzard Point area, both feeding traffic onto South Capitol Street and the I-295 / 11th Street Bridge interchange. On Nats home game days (~81 home games during the regular season, April through September) and DC United home matches, a 10-minute commute can become a 45-minute commute literally instantly — game traffic peaks 60–90 minutes before first pitch and again at game end. Pre-check the Nats and DC United home schedules at the start of each season. If your duty schedule routinely puts you on South Capitol at 6:00 to 7:30 p.m. during the season, plan I-295 from the south or the 11th Street Bridge from the east as your default routes instead. The Pentagon is cutting discretionary PCS moves 50% by 2030. Reduction starts fiscal 2027. DC, Maryland, and Virginia state income tax: DC taxes military pay (rates from 4% to 10.75% across brackets); Maryland is similar (2% to 5.75% plus 2.25%–3.20% local); Virginia taxes military pay (2% to 5.75%) but exempts some military retirement income. Active-duty service members keeping a non-DC/MD/VA state of legal residence under SCRA continue to pay tax to that home state. The state of legal residence question matters more at JBAB than at most installations because you have three different state tax regimes within commuting distance — choose your residence state carefully if you're newly active-duty.
Spouse employment: One of the strongest spouse job markets in the military. Federal civil service across the NCR, defense contracting (Lockheed, Northrop, BAE, GD, Booz Allen, MITRE, SAIC, Leidos, ManTech), the entire NCR healthcare network (MedStar, Inova, Children's National, Walter Reed), and the contractor ecosystem supporting JBAB, the Pentagon, DIA, NSA, and the intelligence community. Hurricanes typically arrive as weakened tropical systems (rain and wind, not direct landfall) — flood risk is real on the lowest-lying parts of base.
