Maryland taxes military pay (graduated 2% to 5.75%) plus county piggyback taxes (Harford County is 3.06%). Active-duty service members domiciled elsewhere under SCRA continue to pay their home state. Maryland exempts the first $20,000 of military retirement pay (and up to $25,000 for those age 55+ in tax year 2025 and beyond). Harford County housing costs are well below the inner NCR — median 3-bedroom rents run $1,800-$2,800 depending on area, and home prices ($300K-$450K range) are significantly lower than Montgomery or Anne Arundel counties.

APG sits on the western shore of the Chesapeake Bay in Harford County, about 23 miles northeast of Baltimore. The installation has two main cantonment areas: APG North (Main Post, near Aberdeen) and APG South (Edgewood Area). Going west into Harford County reaches Bel Air, the county seat with the strongest schools. Going northeast on US-40 reaches Havre de Grace at the mouth of the Susquehanna River. Going south toward Baltimore reaches Edgewood and Joppa. Most APG families live within 15-20 minutes of one of the gates.

There are no DoDEA schools at APG. Off-post families enroll in Harford County Public Schools (HCPS) — a strong large district serving about 38,000 students across 54 schools. HCPS consistently ranks well in Maryland, with several high-school feeder zones producing top-rated outcomes. Maryland is not a school-of-choice state — your residential address determines your zoned school. HCPS does run magnet and specialty programs (IB Diploma at Edgewood HS, Science and Math Academy at Aberdeen HS, Natural Resources at North Harford HS) that require separate applications. The on-post medical facility is Kirk U.S. Army Health Clinic (KUSAHC), an outpatient/primary care clinic — no emergency room and no inpatient services. The clinic operates by appointment for active-duty members, family members, retirees, and occupational health. The civilian network is the practical answer for emergency and specialty care. Harford County's civilian medical infrastructure centers on the University of Maryland Upper Chesapeake Health system, with Johns Hopkins (Baltimore, ~30 mi SW) anchoring the regional subspecialty network.

APG MWR runs a strong program for an installation this size. Ruggles Golf Course (named for the founding general, Brigadier General Colden Ruggles) offers 18 holes on post. Top of the Bay events facility hosts weddings, conferences, and community events with Chesapeake Bay views. Off-post, the Chesapeake Bay and Susquehanna River dominate weekend life — the Susquehanna Flats are world-renowned for waterfowl migration, and the Havre de Grace waterfront anchors local watermen culture.

Honest take: APG is one of the most underrated PCS destinations on the East Coast — small-town Mid-Atlantic living with a major Army research mission. Inside Harford County, traffic is mostly manageable. APG has multiple gates including the Maryland Boulevard Gate (main, APG North) and the Hoadley Road Gate (APG South). I-95 is the main artery. The MARC Penn Line provides commuter rail from Aberdeen Station to Penn Station Baltimore (~40 min) and onward to Washington Union Station — a real alternative for DC-bound spouses.

APG sits at the geographic crossroads of the Mid-Atlantic. For dual-military couples, the closest other installations are Fort Meade (45 mi SW), USNA Annapolis (50 mi S), JB McGuire-Dix-Lakehurst (95 mi NE), and Dover AFB (85 mi E). For spouse careers, the local economy is dominated by federal contractors supporting APG's research mission, the Baltimore biomedical and financial corridor, the broader DoD contractor ecosystem, and the Wilmington corporate cluster — Northrop Grumman, Lockheed Martin, BAE Systems, SAIC, Leidos, and ManTech all have major APG-area presences.
